An epoch is one month. Pace is how much real time each epoch takes — the ONE shared clock every colony reads too (default 60 min in the demo; 1 month live) — changing it here retimes the whole pipeline, not just Central. Fee bps is the default protocol-fee rate for any colony without its own override (see admin.html) — currently unused (0%) since every configured colony overrides it directly.
